What was the most important thing was to have control not to own.The governement was becoming bigger and bigger. The power based on land it was hard to be replaced by technology and heavy industry.
People were fascinated by machinery. It was introduced the concept of votes. The formal machinery (the way society was structured) was the most powerful one.
